FCA Constitution – Proposed Amendments

 Item 8 – ANNUAL GENERAL MEETING – Monday 16 November 2009

 Proposed changes to FCA constitution as agreed under Agenda item 5 at the Executive meeting held on Monday 11 May 2009.  A two thirds majority of individual members and representatives of the Constituent bodies and Interactive Groups of the Association present at the AGM meeting is required to amend the Constitution

 The Management & Executive Committee of the Feering Community Association wish to propose changes to the criteria for membership as follows from 1st October 2009 (this will obviously be retrospective) – subject to agreement at the AGM 

bulletAll residents of Feering automatically become members, incurring no membership fee but benefiting from reduced hire fees
bulletAffiliated groups continue to pay annual membership as frequent and non frequent users and benefit from reduced hire fees.
bulletAssociate membership becomes obsolete
bulletFamily membership becomes obsolete
bulletJunior membership remains as at some stage it could involve members from a Youth Club or Junior Organisation in future.

 Changes to the Constitution would therefore be as follows

 Cause 3 Membership of the Association shall be of two kinds

(a)      Individual Members – All residents of the area of benefit who shall be either full or junior members

(b)      Group Members who shall be the Constituent bodies and Interactive Groups.

 Clause 4 Individual Members  irrespective of political party, nationality, religious opinion, race or colour shall  be

(a)      All persons aged eighteen or over living in the area of benefit who shall be called Full Members

(b)      All persons under the age of eighteen living in the area of benefit shall be called junior members.   Junior members shall not have the right to vote at members meetings but may elect from among themselves two representatives to the Executive who shall each have the right to vote as if they were full members.

The manner in which Junior members elect their representatives shall be determined by the Executive from time to time

 Clause 7 – Subscriptions  -  All members, Constituent bodies and Interactive Groups shall pay such subscriptions as the Executive may from time to time determine

 This clause to be left unchanged.                                                                                            1st October 2009
